Wet core bits use water to cool the diamonds and flush swarf; they last 3-5 times longer than dry bits and are the default for professional work. Dry core bits are for jobs where water cannot be used—outdoor cuts near electricals, interiors without water access, or quick shallow holes. If you can run water, use a wet bit.

Even for dry drilling, let the bit cool every 30 seconds—do not run it continuously.

A: It will cut, but the segment will overheat and glaze within minutes. Never run a wet bit dry except for a few seconds.
A: No. Dry bits are not sealed for water and the barrel can rust internally. Use the correct bit for the method.
For one or two holes, dry is faster because no water setup. For a full day of coring, wet wins on total throughput because bits last much longer.
