
Dry grinding concrete is never safe without a HEPA dust extractor. Respirable crystalline silica (RCS) causes silicosis, and most countries (OSHA in the US, EU Silica Directive) legally require wet grinding or vacuum extraction. A shop vac without HEPA is not compliant.
Concrete contains quartz. When you grind it, the airborne dust contains particles smaller than 4 microns that bypass your nose and throat and lodge in the lungs. There is no cure for silicosis. Exposure limits are typically 0.05 mg/m3 over 8 hours.
